The Peninsula Expressway Consortium (Penway) was formed during 1998 and has submitted an unsolicited proposal to the SA National Roads Agency Ltd. (SANRAL) to design, build, operate and transfer the proposed N21 (R300) Cape Town Ring Road. The proposal is designed to help alleviate the traffic congestion in the Cape Metropolitan Area (CMA) and to improve accessibility to large areas that are currently difficult to reach. It connects work places and homes of all communities and assists with public road transport. The project will have a significant impact on the economy of the Western Cape. Penway is structured in such a way that significant local participation in the concession is ensured. In this way benefits from the project such as job and investment opportunities will accrue in a significant way to the local community. The Penway Sponsor Group contains civil engineering contractors with large interests in the area. All the consultants have offices within the CMA and South African advisers have been used as far as possible. Empowerment is a key objective of Penway and for that reason a local empowerment investment group has been offered the opportunity to invest in this project. Consultants and advisers with empowerment initiatives have also been given preference. |
